Create app pool php config based on the default www pool data

When creating a new site with a PHP version, currently ploi creates their pool file from a template, always the same template. Because of that, all option like the process manager are always the same and need to be reviewed and changed manually. Things like pm = dynamic, pm.max_children = 5, etc...

Suggestion: Copy the information from the current www php pool file, so we can have some "default" settings for the server, that will be used by all new sites on that server.

Another option will be to define this on a "default ploi settings" or a "server default settings" or both.

And then the template will use the ploi or the server settings if they are defined.
