Make "Edit environment" button available to non-repo sites

Could the "Edit environment" button be made available to sites that don't have a repository? e.g. 1-click installs and manually uploaded sites.
I've created a 1-click install script for Silverstripe, which uses a .env file. But when a site has been set up using the 1-click script, the "Edit environment" button doesn't appear.
If you don't want the button to always display, maybe it could check for the existence of a .env file, and show the edit button if one exists?
