QOL - Email Notifications

It would be great to add some email notifications to ploi core.

Administrators should get a notification if:

- Someone registers
- Someone purchases a package
- Someone creates a site / server
- Someone deletes a site / server

Users should receive a message when:

- They register
- Or an admin registers on their behalf (with a password sent)
- When they get a package assigned

Think that's enough.

There also needs to be billing notifications.

New Invoice ETC

I would like Ploi to take over my hosting business so I can Ditch WHMCS and Cpanel but there is a few things still missing in order to do so.
